GovTech: The future of public service.

In attempts to curb bad governance and promote the principles of good governance, the traditional public administration is slowly being replaced by GovTech which is the future of public service by leveraging technological advancements to enhance efficiency, transparency and citizen engagement in governance.


These are efforts to digitize public administration through innovative technological solutions such as data analytics, artificial intelligence, blockchain and IoT to streamline operations, deliver services more effectively and foster collaboration between government agencies and citizens.

Deloitte's "GovTech Trends 2024" report highlights the importance of governments understanding and leveraging technological forces for the benefit of citizens. This includes recognizing the accelerating tech trends likely to disrupt public administration in the near future and assessing governments' readiness to adopt these innovations​​.


Gartner's "Top 10 Government Technology Trends for 2023" provides insights into specific trends that public sector leaders can use to shape government modernization and transformation. These trends include adaptive security, cloud-based legacy modernization, sovereign cloud, hyperautomation, AI for decision intelligence, data sharing as a program, total experience (TX), digital identity ecosystems, case management as a service (CMaaS), and composable government applications. Each of these trends addresses different aspects of GovTech, from security and infrastructure to automation, data analytics, and citizen engagement, offering pathways to create more resilient, efficient, and citizen-centric government services​​.


Both reports emphasize the critical role of technology in redefining public administration and governance, suggesting that governments worldwide are moving towards a more digital, transparent, and responsive model of service delivery.

Governments across the globe are embracing technology as they offer services on digital platforms. The benefits that come in handy are maximum transparency and digital records of all operations . There is time and cost reduction in all kinds of processes, both internal and those at the hands of citizens. This results in fast , comfortable and fully accessible service. GovTech brings about new public services and methods of citizen participation.


GovTech is easily integrated to all levels of government, enhancing the much needed decentralization of services from central government to the grassroot. It is through GovTech that we are seeing shorter queues in government offices and GovTech is putting an end to the long processes of government services , a lot of unnecessary paperwork and the long line of command in decision making even for the smallest service to be rendered.

It is through GovTech that governments will be able to downsize and rightsize their oversized bureaucracies that is costing governments fortunes as many government employees are under performing and there are poor or no performance monitoring systems put in place to monitor their performance. Through GovTech public services are being offered without any influence , be it cadreship deployment or any political affiliation of any sort. GovTech is strictly about ensuring efficiency and effectiveness in public service delivery without serving the interests of any political bosses.


By harnessing GovTech, governments can improve decision making, optimize resource allocation and ultimately deliver better outcomes. GovTech initiatives can drive economic growth, spur innovation and promote inclusivity by ensuring that public services are accessible to all members of society.

Case Study :

Tanzania to create a GovTech Innovation Center and National Services Directory


Tanzania aims to become one of the leaders in the digital sector in Africa. To achieve this goal, the executive is focused on building a strong digital infrastructure. The Tanzanian government is currently working on the implementation of several citizen-centric digital infrastructures, including the construction of a National Enterprise Services Bus (NESB), a GovTech Innovation Center, and a National Services Directory.


The projects were announced by the Minister of Information, Communication, and Information Technology, Nape Nnauye (photo), at the end of the "Connect-to-Connect 2023" summit held from Saturday, September 9 to Sunday, September 10 in Zanzibar.

In his concluding address, the Minister specified that the National Enterprise Services Bus will facilitate the transparent sharing of data between public and private sector companies. The creation of the GovTech Innovation Centre and the Tanzanian Services Directory is a crucial step in improving the dissemination of information services for government and private entities.


The said initiatives are part of the "Revised National ICT Policy 2023", which aims to create a sound policy environment to narrow the smart device penetration gap in the country and drive digital transformation. The revised policy “seeks to strengthen the research and innovation ecosystem, encouraging individuals and innovators to generate creative solutions for addressing pressing social issues and also prioritizes cyber security and the development of future-ready ICT human resources in the country,” explained Minister Nape Nnauye.

Tanzania recently multiplied partnerships with other countries and international companies to accelerate the digital transformation of its economy. The government also announced several investments in the Zanzibar Archipelago aimed at making the island a technological innovation hub par excellence in Africa.


According to the Minister of ICT, these initiatives have enabled Tanzania to rank among the top digital performers in Africa. Among other things, the country ranks 23rd worldwide on the World Bank's GovTech 2022 Maturity Index (GTMI).

In conclusion, the transition towards GovTech signifies a transformative shift in the way governments operate, emphasizing efficiency, transparency, and citizen engagement through technological innovation. As highlighted in Deloitte's "GovTech Trends 2024" and Gartner's "Top 10 Government Technology Trends for 2023," the integration of technologies such as AI, blockchain, and cloud computing into public administration is not merely a trend but a necessary evolution to address the dynamic needs of citizens and the complexities of modern governance. The case study of Tanzania's initiatives to establish a GovTech Innovation Center and National Services Directory further exemplifies the global momentum towards digital governance, underscoring the potential of GovTech to revolutionize public service delivery, enhance governmental operations, and foster a more inclusive and responsive relationship between the government and its citizens.
